I have users on my site who don't post much, but are members for a long time (5 years plus).

Since they don't have posts, they are unable to start new threads and include links. Is it possible to change the "New User Control" from say "New user status expires after ___ posts and ___ days" to "___ posts OR ___ days" ? This way, those who don't post much, but have been members of my site for a long time can still post links.

Is there an easy place where I can 'hack' this in the code?

Hmmm, I thought I already answered this question, but apparently not.
You should be looking at the banhelper/e_module.php; at the bottom of this file there is a function isrestricted() that does the trick.
